The Community


The Digital Village in the North East of Paris (“Village Digital 93”, from the postal code of the department in which it is located) counts four municipalities - Blanc-Mesnil, Bobigny, Saint Ouen and Villetaneuse.

Population of the four communities: ~ 100,000 inhabitants from which 40% are foreigners and 30% are unemployed (< 25 years-old).

The Vision


The stated objective of “Village Digital 93” (DV 93), that operates in an under-served and socially difficult urban area, is to prevent youth at risk from turning to a life of crime by offering training and development opportunities to those seeking reinsertion in society and by helping them find jobs.

Project & Infrastructure


The two technology institutes (IUT of Bobigny and Villetaneuse) act as the resource centre for the DV 93 project in terms of technology support, as hosting facilities for much of the equipment supplied by HP and by other partners. These Institutes have already accumulated broad experiences in providing focused training to under schooled youths of different backgrounds. The local associations, municipalities and other organisms identify youth that are seeking re-insertion or further training and direct them to DV 93 or to the IUTs that offer appropriate training modules.

The DV 93 project was developed in three phases. The first phase involved the installation of the hardware and software infrastructure in nine different sites. The second phase aimed at connecting the different sites to the information technologies resource centre of the IUT Villetaneuse in order to allow the users to operate a virtual intranet for internet access, email, s/w downloading, file sharing, web conferencing, etc. The third phase aims at developing content for virtual classes, e-learning making full use of streaming video, video-conferencing, etc.

Train the trainers modules and programmes have been set up at the IUTs for young men and women who were hired by the local associations as supervisors of the different DV computer rooms while following the training for trainers.

"As of today, equipment and cash grant with a total value of USD 330,000 consisting of 150 PCs, 7 servers, 50 peripherals and project management fee over 3 years".

Project Partners


La MIRE: a local intergovernmental association for social re‑insertion of youth.

Several local humanitarian associations (Red Cross, New Steps, etc.).

Jeremy: a public/private enterprise organism for the employment of youth in the Charles De Gaulle Airport area.

A public interest grouping, GIP Emploi Roissy is a non-profit organisation seeking to provide local people with skills and opportunities to get jobs at Charles de Gaulle airport.

On the educational side, the Technology Institutes (IUTs) of Bobigny and Villetaneuse associated with the ParisXIIIUniversity.

On the technology side (in addition to HP): CISCO, France Telecom and the IUT Villetaneuse.
