| The city of Tula, located about two hours south of Moscow, is an ancient city facing modern problems. Since the 18th century, Tula has been an industrial and mining centre with a strong armaments industry. Over the past ten years, however, Tula has struggled through a transition as most of its resources disappeared. Today, the city of 543,000 suffers from high unemployment due to the decline of local industries. |


| The DCC’s vision is to help the community develop skills that will provide new employment opportunities in the service and knowledge sectors. |


The DCC is located in Tula’s largest secondary school. It works with secondary students in the first half of the day, incorporating the capabilities of the Internet and other ICTs into the regular school curriculum. The second half of the day and the evening is devoted to special needs groups from the community identified in partnerships between ORT and Tula municipal authorities.
In addition, groups of unemployed women and job clubs training in employment-vital computer skills are taught at the centre. Other programmes include:

| At full capacity, approximately 1,500 people per year will benefit from training at DCC-Tula. |


| HP partnered with the Organization for Educational Resources and Technological Training (ORT), a non-government educational and training programme, Tula Municipal Administration, and the Tula Municipal Ministry of Education to create the DCC-Tula. Together, they have upgraded the community's resources using information and communication technologies (ICT) to meet the needs of the community. |
